It is customary for the conduct of people hoisting and lowering, or even handling the flag, and all persons present should face the flag and stand at attention with the right hand over the heart, except for those in uniform who must render a military salute at the moment when the flag passes them. When not in uniform, men should remove their hat and stand with their right hand held over their left shoulder, over their heart.

Citizens of the United States of America should show no disrespect to their patriotic flag and it should not be dipped to any person or thing. The american flag when carried should always be displayed in a manner in front and in the center of the procession line. The flag should not be displayed on days when the weather is inclement, unless an all-weather flag is used.
